Wisconsin Comprehensive Planning Law, also referred to as the “Smart Growth” law, was enacted in 1999 and expanded the scope and relevance of comprehensive planning in the State (Section 66.1001 of the Wisconsin Statutes). The comprehensive planning law requires that adopted comprehensive plans be reviewed and updated at least once every 10 years. The Outagamie County Comprehensive Plan was adopted in January 2020. The uniqueness of county, city, village or town comprehensive plans reflects community-specific and locally driven planning processes. While a local government may choose to include additional elements, a comprehensive plan must include at least all of the nine elements below as defined by the Wisconsin Comprehensive Planning Law:

  1. Issues and Opportunities
  2. Housing
  3. Transportation
  4. Utilities and Community Facilities
  5. Agricultural, Natural and Cultural Resources
  6. Economic Development
  7. Intergovernmental Cooperation
  8. Land Use 
  9. Implementation

In accordance with 66.1001(4)(f) Wis Stats, Outagamie County shall maintain a list of persons requesting to receive notice of Comprehensive Plan amendments that affects the allowable use of the property owned by the person.  Persons desiring to be added to Outagamie County’s list can submit an email to zoningemail@outagamie.org or a letter to Outagamie County Development & Land Services, 320 S. Walnut Street, Appleton, WI 54911.
